I am a newbie at your forms and somehow I am not doing something right. The form that I created appears at www.tipsandiego.org/volunteer_interest_form.aspx If you fill out the form and click on "Submit" the form disappears for a second and reappears. Nothing has been submitted to us and nothing has been emailed back to the maker. I would really appreciate it if someone would take a look and tell me what i am doing wrong. It is probably something simple but I have been trying for hours to figure it out.

Please look at the HTML of the page. You have most likely posted the code within an already open form tag. This would effectively hijack the form and make it so it doesn't work.
