I started sweepstakes for December. Right now I have about 30% of the quota. Can I start a new form after the quota on the current form would be used out or do I need to pay extra for more quota?

I was thinking that there is unlimited number of forms which I can use, just each form has a limit of 5000. But now I am not sure
