I have just discovered the hard way that this statement needs to be more precise when building your form from scratch:

If you are not sure how many questions you need, don't worry. Once the wizard is complete, it is easy to add, edit, and delete questions from your form.

If you tell the wizard that you need X questions, but you only fill in the fields for X-10 questions, when you press the Next button, everything disappears. So underestimating how many questions may be okay, but overestimating will block the wizard from going any further.
