I need to make multiple instances of the same survey, with only one change to each. This will take quite some time if I have to re-create them question by question, but I cannot find a way to make an existing survey into a template, so when I go through the wizard it allows me to select that survey from the templates. Is that possible?

Oh dear, after all of that I saw it as soon as I left this form. Using the Copy feature!
