i made 4 test submissions to get my form and the redirect working properly. do those submissions have to count against my monthly quota?

Unfortunately, we cannot reset the quota. You may increase your quota by upgrading the account. There are monthly subscriptions available ($5.99) if you do not want to upgrade for the long term.
