Is there a way that when a user selects a certain option in a drop down box it goes to a certain email address? For instance if the question was subject and they choose website help it could go to the webmaster

No, this cannot be tied to the subject. You can create a drop down however to choose where forms will be sent (Edit > Send to Address).
