On one of my forms I have created a multi-line text box that fits within the area I set aside for my form on the site, and it seems to fit perfectly,
However, when someone starts filling out the form and reaches the right side of the text box, the scroll bar appears and effectively moves the entire window to the left, hiding my prompts and even most of the SUBMIT button. Any idea how to stop this and is there a way to position the submit button in the center of the form?

That is very interesting behavior which I've never seen before. I would either shorten the width of the text box to accommodate the scroll bar, or like you suggested center the submit button. The centering of the submit button would need to be done in an external HTML editor. The method varies from editor to editor, but most would involve highlighting the submit button with your mouse and then clicking the center alignment button.
