If The Same Person Sends More Than One Email Does It Count In The Quota? Because What If They Spam You To Your Max, Can No One Else Send A Message To It After That?

Yes, each submission counts. You can limit the number of submissions that a single individual can send by logging in and configuring 'Click Protection' under the 'Form Security / Anti-SPAM' portion of the control panel.
