Is it possible to impose a "per browser limit" to a contact form....to avoid repeat entries into a contest?

Yes.

1. Login
2. Click 'Form Security / Anti-SPAM'
3. Scroll down to 'Click Protection', click 'Enable'
4. 'Configure' the 'Click Protection' to whatever interval you believe is appropriate.
