I am getting following error when submitting form:
Not Found
"The requested URL was not found on this server.
Additionally a 404 Not Found error was encountered while trying to use an Error Document to handle the request."
Yet I confirmed the submit WAS RECEIVED by the intended email address even though the submitter gets this message and believes it wasn't sent.

How do I fix this?

This error is cause when there is a typo or other error in the Redirect Page setting. Please go to Form Management > Edit > Redirect Page and double check the URL that you are redirecting the form to upon submission.

Fixing the re-direct address fixed the problem, but now I see another one.
After the form is submitted their use to be a page displayed telling the sender that their form was submitted. Now it just goes directly to the re-direct page with no such notice to the sender.
Therefore the sender gets no confirmation. How come it use to provide the confirmation page but not anymore?

You should create a page on your site that says the message has been received and set that as the redirect page.
